- Report submitted in response to a resolution of the Ohio House of Representatives, which asked whether "funds can be procured by a sale of state stock without sacrifice; and if funds cannot be obtained without loss, to prosecute the public works of the state, that said board recommend to this General Assembly some mode, which, in their opinion, will best promote the public interest, and insure a speedy completion of the public improvements." (page 3) The report indicates that state stock cannot be sold without sacrifice due to financial conditions in the United States and in Europe. Two possibilities for financing proposed are temporary loans and post notes issued by banks. The report includes the recommendation that loans be authorized, with considerations for post notes. The report is addressed to the House of Representatives, and is signed by Jos. S. Lake, G. Swan, and N.H. Swayne 1
