Determination of a radioactive waste classification system [electronic resource]
Several classification systems for radioactive wastes are reviewed and a system is developed that provides guidance on disposition of the waste. The system has three classes: high-level waste (HLW), which requires complete isolation from the biosphere for extended time periods; low-level waste (LLW)...

The system has three classes: high-level waste (HLW), which requires complete isolation from the biosphere for extended time periods; low-level waste (LLW), which requires containment for shorter periods; and innocuous waste (essentially nonradioactive), which may be disposed of by conventional means. The LLW/innocuous waste interface was not defined in this study. Reasonably conservative analytical scenarios were used to calculate that HLW/LLW interface level which would ensure compliance with the radiological exposure guidelines of 0.5 rem/y maximum exposure for a few isolated individuals and 0.005 rem/y for large population groups. The recommended HLW/LLW interface level for ²³⁹Pu or mixed transuranic waste is 1.0 ..mu..Ci/cm³ of waste. Levels for other radionuclides are based upon a risk equivalent to this level. A cost-benefit analysis in accordance with as low as reasonably achievable (ALARA) and National Environmental Protection Act (NEPA) guidance indicates that further reduction of this HLW/LLL interface level would entail marginal costs greater than $10⁸ per man-rem of dose avoided. The environmental effects considered were limited to those involving human exposure to radioactivity. | |
