520 3 |a The Umatilla Anadromous Fisheries Habitat Project (UAFHP) is an ongoing effort to protect, enhance, and restore riparian and instream habitat for the natural production of anadromous salmonids in the Umatilla River Basin, Northeast Oregon. Flow quantity, water temperature, passage, and lack of in-stream channel complexity have been identified as the key limiting factors in the basin. During the 2007 Fiscal Year (FY) reporting period (February 1, 2007-January 31, 2008) primary project activities focused on improving instream and riparian habitat complexity, migrational passage, and restoring natural channel morphology and floodplain function. Eight fisheries habitat enhancement projects were implemented on Meacham Creek, Camp Creek, Greasewood Creek, Birch Creek, West Birch Creek, and the Umatilla River. Specific restoration actions included: (1) rectifying five fish passage barriers on four creeks, (2) planting 1,275 saplings and seeding 130 pounds of native grasses, (3) constructing two miles of riparian fencing for livestock exclusion, (4) coordinating activities related to the installation of two off-channel, solar-powered watering areas for livestock, and (5) developing eight water gap access sites to reduce impacts from livestock. Baseline and ongoing monitoring and evaluation activities were also completed on major project areas such as conducting photo point monitoring strategies activities at the Meacham Creek Large Wood Implementation Project site (FY2006) and at all existing easements and planned project sites. Fish surveys and aquatic habitat inventories were conducted at project sites prior to implementation. Monitoring plans will continue throughout the life of each project to oversee progression and inspire timely managerial actions. Twenty-seven conservation easements were maintained with 23 landowners. Permitting applications for planned project activities and biological opinions were written and approved. Project activities were based on a variety of fisheries monitoring techniques and habitat assessments used to determine existing conditions and identify factors limiting anadromous salmonid abundance. Proper selection and implementation of the most effective site-specific habitat restoration plan, taking into consideration the unique characteristics of each project site, and conducted in cooperation with landowners and project partners, was of paramount importance to ensure each project's success.
