Summary:The document reports a pilot test of the feasibility of the MISOE Census Data System (CDS) for estimating the costs of individual programs in a regional vocational school setting. The test determined that the data collection forms can be completed by a regional vocational school but that they can be simplified, and the costs of individual programs can be determined from the data collected. As the system is structured to be applicable to all schools offering occupational programs, this determination implies that per-pupil costs for individual programs would be available to school managers within-school analysis and between-schools comparisons, and, used with program evaluation data, would provide a basis for cost-benefit and cost-effectiveness studies to be conducted on an operational scale. The balance of the report is directed to describing the mechanics of estimating the costs of individual occupational programs in a typical regional vocational school and is supplemented with general discussions of analyses of program costs and implementation alternatives.
