520 | |a During the 1973-74 school year, elementary and secondary students in Minneapolis were released from their classes every Tuesday at 2:00 to allow staff members to participate in staff development activities. A variety of different types of meetings were distributed throughout the 37-week schedule: building meetings, citywide meetings, curriculum meetings, human relations meetings, etc. This report summarizes the overall findings. An evaluation strategy was developed with two major considerations. First, it would provide a vehicle for systematic planning and documentation of released time meetings. Second, it would provide outcome measures of released time benefits in addition to surveys of staff opinions. The evaluation strategy proceeded through five steps: needs assessment, objective setting, activity planning, process evaluation, and outcome evaluation. Evaluation findings indicated that many positive activities occurred during the Tuesday Released Time Program and that the participants had generally favorable views of the program.
