520 |a Decentralized counseling was a foremost consideration of college administrators during the planning of the first campus of J. Sargeant Reynolds Community College (JSRCC). However, since the college opened in September of 1973, a myriad of problems have developed which must be solved if a successful program of decentralized counseling is to be achieved. This document explores these problems and their solutions. Results of a preliminary survey of the attitudes of JSRCC administrators, faculty, counselors, and students towards a decentralized counseling system are reported. Also included are the results of a survey of current practices and innovations in counseling at selected two- and four-year colleges and an examination of related educational research. The author concludes that decentralized counseling helps maximize a student's college experience and is one method that achieves a modicum of success in bridging the existing gap between an institution's personnel and instructional functions. A postscriptual report discusses the status of counseling services at JSRCC one year after this study was undertaken and offers suggestions for further program modification, fund utilization, and staff development. Organizational charts and the survey forms are provided, and a bibliography is appended. (Author/JS)
