Federal authority in the highway safety area and general policies regarding a comprehensive State motorcycle safety program are described. Requirements and recommendations are presented for use in the implementation and operation of seven motorcycle safety program areas: motorcycle operator education and training, licensing, motorcycle operation, personal protective equipment, vehicle equipment, vehicle inspection, and motorcycle crash and injury records and reports. Procedures for evaluating the safety program, a reporting system, and local government participation in the safety program are outlined. Appendixes contain the Highway Safety Program Standard 4.4.3, Motorcycle Safety, a glossary of definitions; references; a list of representative projects; a list of resource organizations; Federal Motor Vehicle Safety Standard No. 108 and No. 205; and a supplemental accident report form.
