A sample of various day care settings was surveyed in each state to determine the level of compliance with the proposed standards. The major areas of noncompliance are identified with an overview description of day care quality in each state. Descriptions are of the administering agency of each state and its licensing and monitoring practices, as well as the views of day care providers toward the federal, state, and local requirements are provided.
