Summary: | This document presents two stages of a three-stage model dealing with teacher education problems in Asia. The third stage of the model, "Implementation," is not discussed since it requires field work experience and feedback. Stage I, "Understanding the Problem," concerns the specifications and objectives of teacher education, problems impending the achievement of objectives, and the securement of data relevant to the improvement of teacher education. Stage II discusses the models of strategies and structures to achieve target specification and objectives and to overcome problems.
