The CCGS program employs a systematic approach to develop and evaluate guidance-oriented objectives and related instructional and counseling experiences for youth. This systematic approach involves 5 types of activities: (1) identification of youth development needs; (2) classification of objectives by commonalities and priorities; (3) specification and selection of all possible alternative strategies for individualized programs; (4) design, scheduling, and implementation of selected strategies; and (5) evaluation and feedback of the efficiency and effectiveness of designed programs. The authors suggest that the ultimate aim of this program is to provide a comprehensive data bank of behavioral objectives, each keyed to a variety of appropriate instructional, counseling, and evaluational materials and procedures available for student, parent, counselor, and teacher use.
