Summary:The proceedings open with an editorial "Time for Change," by Dean W. Gordon Whaley who warns that unless graduate education examines not only the nature of its successes and does everything it can to enhance them, but also the reasons for the failures and alienations and does its utmost to remove those, it will be headed for extinction. This is followed by presentations given at three panel discussions: (1) graduate education in a changing world; (2) federal responsibilities to the university and university responsibilities to the federal government; and (3) graduate education and the black student. Next come the reports of the Committees on: (1) Policies in Graduate Education; (2) International Education; (3) Research and Research Administration; (4) Student Aid; and (5) Testing. The proceedings conclude with a brief report on Association business, the Association's Constitution, Association officers 1949-1970, and a list of member institutions, graduate deans and addresses.
