520 |a This report describes the organization, planning, and procedures for two seminars which examined alternative approaches to the achievement of two goals: increasing equity and improving educational practices. The seminars had as their major purposes the study and analysis of interorganizational collaboration as it enhances these goals, and the development of an experiential knowledge base that regional program staff could use as a basis for developing a rationale, goals, design, and criteria for the regional grants program. The first of the two seminars focused on geographical and program or product perspectives to study the phenomenon, whereas the second stressed related issues and special interest areas. In both instances, however, the improvement of practice and the increase of equity were viewed as ends, while the conceptual issues of collaboration and working through intermediaries were treated as means. Outcomes of the seminars had in common the identification of significant characteristics, issues, and dimensions relating to the conceptual issues, the analysis and exploration of these issues, the derivation of implications resulting from these issues, and the development of a data source for the conceptualization of a grants program. Complete lists of the recommendations and guidelines produced by each seminar appear in the last two sections of the report. (Author/RAA)
