Summary:This study reports on the Little Hoover Commission's investigation of California's mechanisms for caring for abused and neglected children. Fourteen major findings and corresponding recommendations for addressing findings are presented. The report begins with a brief executive summary, introduction, and background information. The first section addresses findings in the area of ensuring the "Highest Quality of Care." The recommendations address committing to help abused children, managing for improvement, assessing performance, and thinking long-term. The second section addresses findings in the area of "Targeted Abuse Prevention and Early Intervention." The recommendations for this area address intervening early, assessing risk, and watching welfare reform. The third section addresses findings in the area of implementing "Quality Short-Term Foster Care." The recommendations address ensuring temporary placement, healing alcohol and drug abuse, enabling relative foster care, and delivering comprehensive services. The fourth section of the report addresses findings in the area of "Improved Long-Term Outcomes." The relevant recommendations address reengineering the adoption process, supporting permanent placement and assisting independence. Following some brief concluding comments, four appendices include lists of advisory committee members, Little Hoover Commission Public Hearing Witnesses, legislation cited in the report, and methodology for foster care projections.
