Summary: | This report summarizes special item funding for public universities, health-related institutions, technical colleges, and community colleges in Texas for fiscal years (FYs) 1996 and 1997, as provided by House Bill 1, 74th Legislature (General Appropriations Act). "Special items" are defined as appropriations made to selected institutions that are identified by a separate line in the appropriations act. The report provides tabular data on general, educational opportunity, research, public service, debt retirement, system support, and health care funding items by institution, by principal purpose category, by Border/South Texas Initiative, and by Northeast Texas Initiative. For FY 1996 and 1997 special item funding totals $524 million and constitutes approximately 7.9 percent of all education and general state support appropriated to Texas institutions of higher education. Although comparisons with prior biennia are not possible because of changes in the general appropriations bill pattern, it is clear that special item funding is increasing at a higher rate than funding for higher education as a whole.
