Summary:This report explores the dimensions of the potential loss of low-rent housing, its causes, and the possible solutions. Chapter 1 is an introduction. Chapter 2, "Housing the Poor: Trends and Issues," includes the following sections: (1) "Trends in the Incidence of Poverty"; and (2) "Trends in Low Rent Housing." Chapter 3, "The HUD Assisted Inventory and the Potential for Loss," includes the following sections: (1) "Property Disposition"; (2) "Expiration on Use Restriction"; (3) "Transfer of Physical Assets"; and (4) "Potential Loss of Public Housing Units." Chapter 4, "Potential Losses in the Nonsubsidized Stock," includes the following sections: (1) "The Changing Environment for Real Estate Finance"; (2) "New Realities in Real Estate Investment"; and (3) "Tax Reform Act of 1986." Chapter 5, "Decision-Making and Housing Loss: Alternative Scenarios," discusses issues faced by four types of properties, as follows: (1) "Case #1: Older Projects in Good Condition"; (2) "Case #2: Older Projects in Inner City Areas"; (3) "Case #3: Newer Projects in Appreciating Markets"; and (4) "Case #4: Private Unsubsidized Low Rent Housing Analysis."
