H.R. 1720 includes benefit reforms, a new employment and training program, and steps to ensure that absent parents meet their moral and legal obligations to provide financial support for their children. Included are the opening statements by Representatives on the House Committee on Agriculture; and testimony and prepared statements by witnesses from the Department of Agriculture and other Federal Agencies, and from the Food Research and Action Center, the Center on Budget and Policy Priorities, and the National Council of State Human Service Administrators, American Public Welfare Association. Also included is a document, "Comparison of Food Stamp and AFDC Program Requirements with Recommendations for Change," submitted by the latter organization. (BJV)
