| 520 | |a The educational reform movement has brought a mandate to test prospective teachers from training entry through exit and certification. Concentrating upon recent literature, this report explores current trends and policies in teacher testing. A review of what tests measure and how tests are being used is included. The negative impact of testing on the minority teaching populations is stressed. Underrepresented in the current teaching force, ethnic minorities are projected to become majority student populations in states like Texas and California. Causes of failure of ethnic minorities, remediation efforts in some states, and legal decisions which have played a major role in the reform movement and in testing are reviewed. Solutions being applied to the testing reform movement are discussed with futuristic planning which could bring about better cooperative efforts in a national climate of great diversity in the 50 states. The results of a national survey on the use of teacher tests and their impact on ethnic minorities are included. The final part of the study is a review and critique of the validation process done in Texas to support the use of the Pre-Professional Skills Test as an entrance examination for teacher education programs. Conclusions are drawn on legal and ethical issues in testing and the fairness of current tests in regard to minority teachers.
