The first chapter of the report presents geographic and demographic background information and reviews the services prior to 1978 when the Kona program began. Chapter 2 describes the three major processes of collaboration, cooperation, and incorporation which brought together the Departments of Health and Education, to provide comprehensive services. Chapter 3 evaluates program efforts in terms of 13 major objectives (such as development of individualized education programs, and promotion of parental involvement) as well as lost benefit figures. Chapter 4 discusses program aspects and the underlying reasons for their development. The final chapter considers the future of the project and briefly examines replication factors. (CL)
