Data are reported from interviews with personnel preparation officials in the 50 states, Guam, Puerto Rico, The Bureau of Indian Affairs, and the District of Columbia. Background information is briefly summarized for each state in terms of economic, political, and educational trends as well as in terms of the status of special education teacher certification (categorical vs. noncategorical). Supply and demand findings are presented for each state and for the nation as a whole. A subsequent chapter details the effects of those manpower figures and of the economic conditions on quality of services to handicapped children (including information on students with mild to moderate and low incidence handicaps). The responses of inservice education to issues of quality, quantity, and equity in special education are discussed in terms of target participants, content, and delivery. Concerns voiced about preservice education are also considered. The effects of state budgetary actions on inservice training and of P.L. 94-142, The Education For All Handicapped Children Act, on preservice training are examined via state summaries. The final chapter draws together the findings, noting trends in supply and demand, programmatic issues (such as student teacher ratios) and inservice and preservice programs. (CL)
