Summary:A report to the Maryland Congress on student financial aid is presented that covers all programs, sources of funds, number and type of recipients, and total dollars involved for each program. Financial aid data were obtained from colleges and universities using the State Board for Higher Education (SBHE) Form S-5. Information on family characteristics and college attendance for financial aid applicants and recipients was obtained from the data tapes of the College Scholarship Service, SBHE, the Maryland Higher Education Loan Corporation, and the State Scholarship Board. Twenty-one independent colleges were also included in the analysis. It was found that the federal government provides about 77 percent of the support for undergraduates and 44 percent for graduate students. Private and institutional programs are the second largest providers (17 percent for undergraduates and 55 percent for graduate students). Direct state programs provide 5 percent of the financial support for undergraduates and 1 percent for graduate students. It is suggested that, while adequate loan money is available for students who demonstrate need, need-based grants are too low.
