520 |a This study examined the problem of planned organizational and technological change in a university library catalog department implementing the shared cataloging system of OCLC, Inc. Information on the implementation experiences and problems of OCLC member libraries was gathered from published reports and on-site visits to three university libraries which have implemented the OCLC system. Research describing the impact of computer technology on other types of organizations was also examined in order to provide the context within which the investigation would be conducted. The issues presented by OCLC implementation are viewed as problems of control in two dimensions: a technical dimension primarily concerned with bibliographic control, and a social dimension concerned with human job behavior and job design. The implementation problem is seen as how best to reorganize the work, jobs, and staff into a cost-effective operation which meets both the requirements of network participation and the maintenance of an appropriate level of bibliographic control in the library's own records system. This analysis provides a conceptual framework for the development of effective implementation strategies for integrating other libraries into computer-based cooperative library cataloging support systems.
