Summary:The Regents Competency Testing Program has been designed to assure that all students develop adequate skills in reading comprehension, writing, and mathematics before graduation from high school in New York. This bulletin provides information on two of the program's three basic elements that contribute to the accomplishment of this goal. First, the Board of Regents has established minimum standards of achievement in reading comprehension, writing, and mathematics that must be met in order to receive a local high school diploma. Information is provided on how students may demonstrate their competence in these fundamental skills by passing designated competency tests or Regents examinations or, under certain handicapping conditions, through alternative testing techniques. Sample test items are provided from the Regents Competency Tests. Second, the program emphasizes the early identification of students who need special help in developing their skills. Screening tests in reading comprehension and mathematics administered at the beginning of grades 3 and 6 are described, as are preliminary competency tests in reading and writing administered in grades 8 or 9. An appendix includes extracts from the Regulations of the Commissioner of Education. (RL)
