The procedure is designed to be objective and employs multiple selection criteria. The Bayesian approach is used as it applies a probability methodology. The steps in instrument development include, among others, a review of the relevant literature and selection of appropriate tests to measure the set of component abilities determined to have the most value. Screening and screening validation phases follow. The model has five innovative and exemplary aspects such as considering the unique and joint efforts of many variables by providing probability scores for each independent variable as well as a probability score for the combined effect of the criteria. The major portion of the document contains charts and graphs of screening instrument data and the teacher check sheet for identification of kindergarten through second grade gifted students. (PHR)
