520 | |a As part of a continuing effort to assess the social impacts on communities of energy facility planning, construction, operation, and decommissioning, a May 1977 survey of 37 community leaders in Hartsville, Tennessee (site of a nuclear power plant) establishes major local issues (past, present, and future) which leaders feel are important to community development and which are related to the nuclear facility. In addition to plant-related problems (such as housing availability and traffic congestion), schools, water, and recreation dominate leaders' thinking about current issues. These issues are expected to continue to be of importance and new issues dealing with growth and planning, employment, and taxation are expected to arise. Although adult education and public schools are seen as presently adequate, the Tennessee Valley Authority's (TVA) mitigation plan includes financial assistance for capital equipment purchase (including school buses, temporary classrooms, and equipment). In comparison to general citizen attitudes, leaders are generally more supportive of the nuclear power plant. Leaders value very highly the quality of life in the area, expect economic benefits to occur, and expect some social disruption to accompany the economic development. Environmental impacts such as water pollution and radiation hazards are seen as extremely unlikely. (NEC) | ||
