The management, organization, and financial structure of the program are described in detail, and the degree of efficiency attained by the program is analyzed in terms of social as well as economic costs and benefits. Lessons of the Dutch experience in providing income for disadvantaged persons are related to current discussions in the United States on that issue. Appendices provide calculations of training and increased productivity benefits, and costs of displaced private sector employment. A comment by Victor Halberstadt on the research presented in this paper is also included. (EB)
