520 |a As part of a series dealing with various aspects of racial distribution in San Francisco schools, this memorandum presents information on the social, economic, and legal settings within which San Francisco's desegregation efforts are taking place. An overview of equality of educational opportunity is given to illustrate the relationship between differential educational attainment and the social and economic gap between whites and nonwhites. Specific aspects of this relationship referred to include teenage unemployment, improved income potential through education, and the public benefits of improved income potential. The report then analyzes racial imbalance in San Francisco schools in terms of residential segregation, population shifts, and disparities between cities and suburbs. In describing methods for narrowing the educational gap between whites and nonwhites, such factors as compensatory education, racially balanced schools, racial composition and student achievement, racial balance and quality of education, and the importance of compensatory education in racially balanced schools are considered. A report on the legal background of de facto segregation is also included. (EB)
