| Summary: | The effect of tuition and aid policies on access and choice in education is described, the research through which this knowledge was obtained is examined, and further research that will be useful to the policymaker is suggested. This speech is organized into four sections. The first examines the evidence of the effect of tuition on total enrollment demand and how its effect varies for different ability and income groups. The importance of tuition relative to other types of variables that affect demand is also discussed. The second section addresses the question of how tuition policies influence student enrollments at different types of institutions, particularly public and private. The next section examines the limited research that has been done on the effectiveness of student financial aid and compares its effectiveness to that of changes in tuition.
