This document contains two papers: (1) a policy paper "Equal Opportunity for Women" prepared by the Regents reaffirming their commitment to gender equity by proposing an action plan; and (2) a background paper, "Equity for Women in the 1990s" reviews in detail the progress of New York State women during the past two decades. The first document is divided into three parts: (1) a perspective for the 1990s on women's equity issues of gender bias, career patterns for women, and new challenges; (2) the regents' policy principles to achieve equal opportunity for women; and (3) a call to action to promote equal opportunity for girls and women. Action strategies are listed for ending gender bias, improving opportunities for the education of women and girls in schools, higher education, and cultural institutions, and improving career opportunities in education, cultural institutions, and the professions. Continued deep-rooted discrimination against women existing in education and employment can be changed only by a major shift in attitude in all areas of education. Affirmative action policies must be required and supported in all education institutions in New York. Activities at every level must encourage and promote equity of educational, economic, and professional outcomes. Nine goals are listed with responsible entities, outcome indicators, and a timeline for accomplishment of each goal. A 13-item reference list is included. The second paper, comprising three-fourths of the document, reviews: (1) the current situation of women including education trends (gaps in achievement, dropout/diploma data, higher education, and educational attainment), employment trends (labor market participation and salaries), and sexual offenses against women (sexual harassment and other offenses); and (2) existing barriers (gender bias in education and employment). The paper concludes by listing ways of helping women reach their maximum potential. Seventeen tables provide statistical data comparing males and females in areas such as mathematics achievement, doctorates awarded, etc. Contains 71 references. (DK)
