Summary:This document presents the most recently revised guide to the protocol and review process for external review of universities in the Netherlands. Part 1 consists of a description of the review process, an explanation of the protocol, and the roles of the parties involved, with further discussion of the actions of the visiting committee, the faculty, and the Association of Universities in the Netherlands. This part contains seven chapters. In Chapter 1 the external program review is placed in the broader context of integrated quality control. Chapter 2 presents the characteristics of the review system. Chapter 3 discusses the self-study, and Chapter 4 contains a checklist for self-study implementation. Chapter 5 explains the protocol with reference to what the visiting committee is required to do. Chapter 6 discusses the activities of the faculty in the program review. Chapter 7 discusses the role of the Association of Universities in the Netherlands. Part II presents the protocol in four chapters discussing respectively: the aim and progress of the external quality control; the visiting committee; the faculty; and the role and responsibilities of the Association of Universities in the Netherlands ("VSNU"). Five appendixes contain an overview of the reviews from 1988 to 1990, tables of quantitative data, appointment decisions, timetable of reviews 1991-1996, and a list of 18 publications in the context of quality control.
