| Summary: | An evaluative study was conducted by the Senate of the University of Alberta (Edmonton, Canada) on the status of student financial aid and financial need. The evaluation was conducted through interviews, information gathering, discussion, and collection of reports. The Task Force conducting the study found changing demographic characteristics of students, often rigid policies of lending agencies, and a University reluctant to address the need for change. Four themes emerged from the study: (1) a change in student population creating new types of students (single parents, mature students with families, students of minority groups and international students); (2) outdated criteria used by both the University and the Students Finance Board with respect to these students; (3) a lack of communication with respect to policies on scholarships, bursaries and emergency funding; and (4) an apparent lack of flexibility in dealing with students with special needs. The greater problems emerged from a lack of information, inaccessibility of decision makers, and frustration with the appeal process. The report offers 28 recommendations for improvement. Extensive appendixes contain lists of terms, methodology information, policies, fee schedules, information gathered by the Task Force, and a 37-item bibliography. (JB) |
