The document outlines the background--i.e., the Canadian context--of this report, principles and procedures, the resulting recommended structure for governance, and suggestions for addressing such issues as access, eligibility, use of human resources, financial arrangements, and details of implementation. The basic recommendation made is for establishment of a francophone division and school board to be responsible for francophone education in the province. This arrangement would exclude immersion schools that would remain with the anglophone division. Initially, the francophone division would consist of the various Franco-Manitoban school communities currently offering programs in French, with expansion to accommodate new Franco-Manitoban schools. The division would be organized into four regions, each with an elected council that would consult with local school committees. While the francophone division would receive basic provincial grants, a different arrangement of special levies is proposed. Two potential timetables for implementation are offered.
