520 |a The Self-Employment Investment Demonstration (SEID) is a test, designed to run from 1988 to 1992, of the feasibility of operating a program to encourage self-employment among welfare recipients. Challenges facing SEID included selecting sites, developing curricula, recruiting clients, getting clients through business training, completing business plans, obtaining financing, starting the businesses, and operating the businesses. During 1988-1989, the program operated in seven sites across four states. Based on early implementation experiences, it appears that (1) SEID attracted an unusual group of welfare recipients with substantial education and long welfare dependence; (2) about 34 percent of the enrollees had been self-employed in the past; (3) recruitment of clients was not difficult, but the program operated on a very small scale, usually involving 1 to 7 percent of welfare recipients in a given area; (4) only four of the agencies achieved full implementation of the SEID program; and (5) getting clients to complete business plans proved difficult and resulted in fewer than 100 businesses being opened. Evaluation of the experience through the beginning years shows that all the programs fell far short of initial expectations for business openings. It was concluded that self-employment is an appropriate approach for only a few welfare recipients. However, because of the value of entrepreneurship in the United states culture, the program continues to have appeal. (The report includes 23 tables, 4 figures, and 18 references. Six appendixes provide an outline of Maryland's SEID program, a technical appendix, the number of participants in the program phases, characteristics of enrollees, a comparison of enrollees with welfare recipients in two other programs, and a sample business plan.)
