520 |a The scope of this study, which was designed to provide information for use in redesigning the interlibrary loan (ILL) system in New York State, was to provide an overview of the ILL structure and patterns in the state; collect and analyze statistical data on ILL in the state and evaluate the performance of the NYSILL (New York State Interlibrary Loan) system, local and regional systems, and other networks within the state; review and analyze the impact of national ILL networks (such as OCLC, RLIN, and RML), on New York State and identify and analyze major trends in other states; identify the major problems (perceived or actual) with the current ILL system; review the technology used in the ILL process at regional and state levels and recommend changes; review document delivery procedures currently in use and suggest improvements; identify and evaluate the major alternatives in ILL redesign, describing the advantages, disadvantages, and costs of each; analyze the fiscal responsibility in local, regional, and state level programs; review and define the role of the New York State Library, research libraries, regional systems, and local libraries in the ILL process; address the implementation of an ILL code for the state; and recommend performance standards and evaluation criteria for ILL, and develop ongoing data collection models and monitoring of ILL performance at local, regional, and state levels. This report includes the principal findings, recommendations, and approach of the study, which collected data through site visits, field meetings, written statistics, and a survey of public, academic, school, special, health, and other libraries in New York State. The recommended redesign alternative, a "mixed system," is discussed at length. The five appendices, which comprise about half of the report, contain summaries of interviews and meetings, statistical data, information on trends in other states, and the survey forms used. (KM)
