Ten recommendations were made, centering on the necessity for establishing high standards for student performance and the need for teacher involvement in development and implementation of student assessment. Principles of the ideal assessment are articulated in light of what is currently wrong with assessment in New York State. Emphasis is given to the proper roles of multiple-choice and standardized testing. It is concluded that students and state citizens will be better served by a system of assessment that: (1) is based on clear and challenging state goals for student achievement; (2) ends overreliance on short-answer paper-and-pencil tests; (3) incorporates performance assessments to provide a clearer and more accurate picture of student progress and motivates a higher level of student performance; and (4) reduces the number of tests that currently detract from instructional time and incorporates assessments that become part of the instructional process. Multiple choices for educators should replace reliance on multiple-choice tests. Appendix A describes the current state of student and program testing in New York. Appendix B gives an example of performance assessment. A glossary of testing terms and a 27-item list of references are included. (SLD)
