Weighted regression coefficients were combined with comparable state-level data to establish a state cost-of-living index. The index values were then normalized so that 100 represents the national average for all states weighted by their populations. Finally, the interstate cost-of-living index is used to calculate an adjusted average teacher salary for each state. The index is useful in comparing interstate expenditures on education, although it does not yield an estimate of real expenditures. A caution is that the index does not measure variations within individual states. Appendices include one figure, three tables, and a list of data sources. (9 references) (LMI) | ||
