Summary:The report of the American Jewish Committee's Task Force on Education Policy focuses on the changes that are necessary to improve the American education system, and that go beyond the reforms suggested in the early 1980s. Based on the idea that educating the entire school population is the goal of the "second stage" of the reform movement, the report identifies four areas of educational change and improvement and proposes general and specific strategies for addressing these changes. The four areas include: (1) teaching young people about common core democratic values and encouraging their active participation in the democratic process; (2) strengthening pluralism and intergroup understanding in the classroom through multicultural education; (3) developing and implementing language programs in the classroom based on knowledge of how children of different linguistic backgrounds learn language and communication skills; and (4) using intergroup and community leadership skills to mobilize community support to help the schools adapt to these new educational changes. Programs currently addressing these four areas are described briefly, and guidelines for developing similar initiatives in other settings are suggested. Implications for teacher preparation are also discussed. Resource organizations, programs, and publications in all four areas are appended. (MSE)
