These issues include: (1) teaching about religion; (2) teaching about citizenship and values; (3) training in citizenship and the behaviors related to it; and (4) budgeting money and time to teach citizenship education. Some suggestions for what the schools can do include: (1) using participatory decision-making in the classroom; (2) teaching moral reflection; (3) using real life situations from the classroom to encourage moral reflection; and (4) encouraging service to other people.
