| 520 | |a Based on a study of basic organizational issues typically encountered in opening, managing, and closing an off-campus center (OCC), this monograph is designed for colleges and universities wishing to explore the possibility of creating or expanding an OCC for adult students. The definition of an OCC is provided. After a brief statistical overview of location, enrollment, and physical characteristics of OCCs, survey results are used to address key issues. Issue 1, the decision to establish an OCC, discusses facts that influence the decision, local/state political considerations, changing demographics, and gift of land. Issue 2, start-up of an OCC, addresses site selection; rental, ownership, and other arrangements; space sharing; and staffing. Issue 3, marketing of an OCC, looks at market assessment activities, initial awareness campaign, and marketing strategy. Issue 4 includes structural and operational issues such as the following: relationship to the main campus, accreditation, financial self-sufficiency, library services and personnel, student services, advisory boards, technology, microcomputer labs, and technology in the future. A section on problems associated with OCCs focuses on the issue of quality and why centers close. The final section looks at trends, including enhancing urban communities, exploring alternative delivery modes, and expanding strategic alliances.
