| Summary: | This booklet recommends cooperatively re-examining U.S. public education and recognizing that though there are disagreements in the ongoing education debate, everyone's goals are the same (to provide all children with a quality education and to prepare them for participation in public life). After noting that schools are not living up to American ideals, the booklet explains the nature of the problem, discusses the importance of caring about the nation's children, and examines past efforts to address educational problems (increasing spending on education, reducing class size, nationalizing curriculum and testing, creating model schools, and allowing school choice). These reforms have all had problems. The booklet notes that the past reforms highlight the need for a systematic, reliable, lasting mechanism for promoting educational excellence. It recommends looking for trends in the kinds of systems that worked well or poorly across many different cultural settings, comparing educational outcomes between similar and contemporary societies that adopted different education systems, and determining what happened to educational outcomes when a given society abandoned one education system in favor of another. It concludes that essential elements of an education market include parental choice, direct financial responsibility for parents, freedom for educators, competition among schools, and the profit motive for schools.
