Summary:This document identifies five strategies that policymakers can use to promote the kind of innovation needed for teaching and learning to be successful. These strategies are as follows: (1) establish a diverse and high-quality approach to teacher preparation that involves solid K-12/postsecondary partnerships, strong field experience, and support for new teachers; (2) ensure that teacher recruitment and retention policies target the areas of greatest need; (3) see that all teachers are able to participate in high-quality professional development so they can improve their practice and enhance student learning; (4) redesign teacher accountability systems so that all teachers possess the skills and knowledge they need to improve student learning; and (5) develop and support strong school and district leadership statewide. The text states a teacher's ability can be the single most influential determinant, outside of family, in student success. It also claims that the success of new academic standards being implemented throughout the U.S. are largely dependent on the quality of the teachers, and it details the unprecedented demands being placed on teachers. The booklet also examines the challenges resident in supplying the demand for teachers, in providing quality teaching, and in agreeing on strategies for teacher improvement. (RJM)
