The Committee on Naval Affairs, in compliance with the directions of the Senate contained in a resolution of the 16th ultimo, have had under consideration the expediency of authorizing the Secretary of the Navy to purchase, for the use of the government, the copyright of the double chart, known as the Great Circle Protractor, for finding the shortest or great circle route from place to place on the globe; and also to report the sum which, in their judgment, would be a suitable compensation to the inventor...
