Chapter V, reviews the refinements Round 1 states made to their TQRIS since receipt of the RTT-ELC grant. Chapter VI, describes the other studies that are being conducted to shed light on whether states achieved these objectives, along with findings on key features of states' TQRIS that may affect their ability to achieve those objectives.
